Project description

The reform aims, among other things, to improve the business climate to enhance the competitiveness of territories and the economy, revive pragmatic consultations with industrials and economic operators, strengthen the role of the private sector in national economic and social development, and promote attractiveness and competitiveness. In addition, eligibility criteria for certain priority sectors and activities, the integration of a Special Economic Zone (SEZ) investment section, thresholds and investment volumes for SEZ, EFE, and CDI approvals, as well as packages for Special Investments and the admission of investment in human capital, will be taken into account.

Le PACTE vise à identifier et mettre en œuvre les mesures de réformes nécessaires afin de garantir un cadre favorable pour les entreprises. Il s’agit de
manière spécifique de :

  • Soutenir le développement du secteur privé national .
  • Promouvoir les petites et moyennes entreprises .
  • Soutenir la création d’entreprise et le développement des entreprises existantes ainsi que la création d’emplois stables .
  • Favoriser l’implantation d’entreprises dans les territoires en dehors de Dakar et Thiès .
  • Favoriser et retenir l’investissement direct étranger durable .
  • Faligner sur les cadres régionaux et continentaux pour promouvoir les investissements en Afrique .

Expected results

  • Incentive mechanisms for private investment are harmonized and centralized in the investment code.
  • Administrative procedures related to investment are modernized.
  • The territorialization policy for investment is implemented.
