The PADUL aims to balance the enhancement of the coastline with its preservation through a sustainable planning tool, the creation of Special Development Zones, and the implementation of climate change adaptation strategies.

Overall Objective :
- Balance the enhancement and preservation of the coastal zone through sustainable planning tools and the creation of Special Development Zones.
Specific Objectives:
- Develop urban planning tools that reconcile coastal ecosystem balance with economic and social development needs.
- Create Special Development Zones.
- Strengthen the institutional framework and establish a legal and regulatory system for coastal management.
- Ensure institutional leadership for the PADUL.
- Strengthen the capacities of local stakeholders and raise awareness among populations.
- Strengthen resilience and adaptation to climate change in the coastal zone.
Expected results
