Project description

As part of the Senegal 2050 Transformation Agenda, PAMA contributes to the project of modernising the Administration for a sovereign, fair, and prosperous Senegal rooted in strong values. It operationalises the 'Public Service Modernisation' reform through three components:

  • Optimisation of the organisational framework of the Administration
  • Professionalisation of human resource management
  • Improvement of service quality for users

General Objective

  • Contribute to the modernisation of the Administration for a sovereign, fair, and prosperous Senegal anchored in strong values

  •  Improve the quality of services delivered to users and the performance of the Administration
  •  Professionalise the management of State human resources

  • Governance and steering capacities within the public administration are improved
  • A high-performing, ethical, and inclusive administration towards users/citizens
  • Service delivery within the administration is improved
  • Public service delivery is digitalised with clear objectives and indicators
  • The quality approach within public services is promoted
  • A performance-driven culture is promoted through the generalisation of performance contracts within the administration and parapublic structures
