Project description
This project aims to strengthen the reception capacity of Senegalese universities, which face a severe shortage of infrastructure and equipment, leading to difficult learning conditions in a context of academic instability. Many construction sites, launched long ago, are currently suspended or experiencing delays, worsening the situation and complicating the orientation of new graduates. To address this, the MESRI decided to regroup these initiatives under a single programme: the “Emergency Project for the Construction and Equipment of the Ministry of Higher Education, Research and Innovation.” Structured in three phases, it aims to respond as a priority to the most urgent needs in infrastructure and equipment, in order to sustainably improve student reception and learning conditions.

General Objective
- Complete all ongoing construction and equipment projects in universities and ISEP
Specific Objectives
- Deliver construction and pedagogical equipment projects at USSEIN, UASZ, UGB, UCAD, UIDT, and the student residences on the social campuses of Thiès, Bambey, Ziguinchor, Fatick, Kaolack and Kaffrine before July 2025
- Deliver the ongoing projects at ISFAR, UAM, UCAD, EPT, ENSA, ENO and the decentralised centre in Kolda before the end of 2025
- Deliver the construction and equipment projects of Preparatory Classes for major schools, and ISEP Matam before the end of 2026
Expected results
- Construction projects at USSEIN, UASZ, UGB, UCAD, UIDT and the residences in the social campuses are delivered and operational in July 2025
- Construction projects at ISFAR, UAM, UCAD, EPT, ENSA, ENO and the Kolda decentralised centre are delivered and operational before the end of 2025
- Construction and equipment projects of Preparatory Classes for major engineering schools, and ISEP Matam, are delivered and operational before the end of 2026
