Project description
The Biometric Census and Foundational Digital Identity project aims to establish a secure, unique, and verifiable identity for every citizen and resident. This foundational identity will support all national digital services by enabling reliable identification, secure authentication, improved access to public and private services, and enhanced governance. The project includes nationwide biometric enrollment, creation of a foundational identity register, and integration with strategic national platforms.

Overall Objective:
- Provide each individual with a secure, unique, and universally recognized foundational digital identity.
Specific Objectives:
- Conduct a comprehensive biometric census of the population;
- Establish a national foundational digital identity system;
- Enable secure identification for digital public services (e-Gov);
- Strengthen interoperability of identity systems across sectors (health, education, finance, justice, etc.);
- Reduce fraud, duplications, and identity-related errors;
- Improve service delivery and access to benefits.
