Project description
The 1997 Labor Code reforms introduced greater flexibility in labor relations but also increased job insecurity, with the emergence of various temporary contracts such as day laborers, temporary workers, fixed-term contracts, and part-time work. These workers, previously excluded from IPM benefits, have an urgent need for health coverage due to fluctuating income and the necessity of protecting their families. Supporting the IPM during a three-year pilot phase is essential to ensure its financial stability and autonomy. A subsidy, authorized by the IPM statutes and potentially provided by the State, would extend health coverage to these vulnerable workers. This support would also contribute to achieving the objectives of Universal Health Coverage.

Overall Objective:
- Establish the IPM to ensure health coverage for non-permanent workers, including their spouses and dependent children, in accordance with family benefit regulations.
Specific Objectives:
- Establish the IPM for non-permanent workers.
- Define a first-franc coverage mechanism adapted to the needs of non-permanent workers.
- Propose a governance model aligned with the new IPM legal framework and best practices in extending health coverage.
