Project description

Created by Primatorial Order No. 0662 of 10 February 2004 and placed under the authority of the Director General of ADEPME, the Unit for Enterprises in Difficulty (CED) is mandated to support SMEs in difficulty whose situation is not irreversibly compromised. As part of the “Sénégal 2050”
Framework, the Ministry of Industry and Commerce plans to revive industries in difficulty by updating and strengthening existing instruments to provide an effective response to the needs of enterprises.

Overall Objective

  • Support SMEs/SMIs in difficulty

Specific Objectives

  •  Modernise the legal framework and intervention method of the Unit
  • Provide the Unit with appropriate intervention tools
  • Establish a multi-window restructuring fund for enterprises in difficulty
  •  Establish a public–private collaboration framework

Expected results

  • 500 enterprises in difficulty supported through problem-solving or restructuring
  • Early-warning system interconnecting ADEPME, IPRES, CSS, DGID, CNP, CNES, CCIAD, ECOWAS is established
  • Jobs and investments preserved
  • Improved business environment for SME development
